What do you think of inappropriate laughter among teens?
recently my wife had to have minor surgery on her hand, she is in alot of pain her pain was so bad that she began to cry my teenage niece laughed at her
is this a sign of a mental illness

My initial answer is, she's immature, and possible uneasy or nervous about her Aunt feeling ill.
but i've noticed a patter on questions by you that lead me to believe that there is more going on with this teen then you've stated. So ask yourself
1. Is this a pattern? Does she often do this?
2. What are your expectations for her regarding appropriate displays of laughter or teasing?
3. Does she often laugh for no reason at all?
4. Does she have a family history of mental illness
5. Has she be diagnosed with a mental illness.
answer those questions and then come to a conclusion. I suggest if you don't get the answers you like then you should, contact a child psychologist and get her some help soon.

No. It's not a ha-ha laughter. It's a nervous laugh. She probably was very nervous about seeing someone else in so much pain that they were crying. Laughing is a way, albeit not a great way, to break up a tense situation.
She'll probably grow out of it and find other ways to deal with stuff, but it's very common for kids or teens to laugh or do something to distract other people when a situation becomes too tense for them. As adults, we learn other ways of coping with it, but some kids don't have that ability yet.

I would tell her parents that she is being very rude, and i would tell her bluntly that its not funny that her Aunt is hurting, and thats a sign of drugs, that if they arE high, on drugs they laugh at anything, AND THATS WHAT CAUSES MORE ACCIDENTS IN THE FUTURE OR LEADS TO ARRESTS, its a terrible thing i know, ask her if shes is retarded, and tell her off, that this is not a funny issue, if she contiues then tell her parents, its drugs, plain and simple,
